Why does Obama think that the American people have "no reasonable expectation of privacy"?

The Obama administration wants to be able to track people using their cell phones. The legality is in question and the response from Obama was the the American people have "no reasonable expectation of privacy". Really? So, he is going to be spying on American citizens and tracking their whereabouts? Isn't this what the libs screamed about with Bush and the Patriot Act??? (something Obama has expanded on, by the way)
