How do I add snow to the background of my website?

I have a site I am running from FrontPage 2003, and I want to add a snowy background for Christmas, just a few snowflakes falling and maybe a few more effects. Anyone got any ideas on how I go about it? There are many pay sites out there, but I dont want to go that way!!
